Regis Corporation is the largest chain of hair salons globally, operating numerous salon brands, including Supercuts, Mastercuts, Regis, Smartstyle, and Cost Cutters. The company began in 1922 in Edina, Minnesota, as a small salon called Kunin Beauty Salon, founded by Paul and Florence Kunin. In 1958, their son took over the business and rebranded it as Regis. Today, Regis is headquartered in Minneapolis, Minnesota, and has expanded to over 10,000 salons worldwide, comprising both corporate and franchise locations. The company offers a wide range of services and products to meet customers’ hair care needs, selling well-known retail brands such as Paul Mitchell, Sexy Hair, Nixon, TIGI, and Mizani. To address the growing demand, Regis is actively hiring and seeking to expand into new locations, specifically targeting Jackson, MS, New Orleans, LA, and Orlando, FL. The Human Resources department will analyze the demographics, employment labor laws, and resources for recruiting minorities in these areas and provide recommendations for the most suitable location for expansion.

Workforce Composition
The analysis of the labor markets in Jackson, New Orleans, and Orlando provides valuable insights for Regis Corporation’s expansion strategy. Each location presents unique demographic characteristics, economic conditions, and workforce compositions that will influence the decision-making process for new salon openings.
The U.S. Department of Labor (DOL) oversees and enforces over 180 federal laws that govern various workplace activities, impacting approximately 150 million workers across 10 million workplaces (U.S. Department of Labor, n.d.). These laws encompass a wide range of employee-related issues, including:
These regulations are crucial for the effective recruitment and management of any organization.
To diversify the applicant pool, organizations must utilize a variety of resources during the recruitment process. It is essential for companies, regardless of size, to have a clear understanding of their hiring needs and timelines (Heather, 2021). A successful recruitment strategy requires thorough preparation and knowledge of effective recruiting practices. To attract diverse talent, organizations should consider the following resources:
When these resources are effectively utilized, the recruitment process can flourish.
After evaluating the three potential locations for expansion, I recommend Orlando, FL, as the optimal choice for Smartstyle’s growth. Orlando has the largest population among the three locations and boasts the highest median household income. Additionally, the city is notably diverse, with demographics including 35.8% White Non-Hispanic, 25.5% Black or African American Non-Hispanic, 22.7% White Hispanic, 6.44% Hispanic, and 3.47% Asian Non-Hispanic. This diversity aligns with Smartstyle’s goals. Furthermore, Orlando is highly ranked as one of the best places for professionals and living, which will facilitate talent acquisition and onboarding.
