Greeting everyone. My name is ——. I am honored to present to you today a critical initiative aimed at addressing two pressing health needs in our community of Jordan: mental health issues and opioid misuse among adolescents and young adults. As we analyze the challenges facing our community, it becomes evident that proactive measures are essential to safeguard the well-being of our youth and promote a healthier future for all residents.
This discussion will explain the importance of policy and financial support in overcoming the prevailing challenges in the Jordan community. Moreover, the substantial evidence will highlight how these changes will produce positive intended outcomes. I will also share broad budget estimates to assist the proposal financially in procuring adequate capital and human resources. Lastly, I will outline a plan to drive a transformational change supported by an evidence-based strategy of change theory. Let’s discuss each segment one by one.
Before I delve into the main discussion, I would like to highlight the key stakeholders who are the main target groups of this presentation and whose contribution will mark a huge difference in bringing the proposed change within Jordan community. These stakeholders are:
With a collaborative endeavor, we can cultivate a healthier community in which youth grow with a steady state of mental and physical well-being.
The socioeconomic status of individuals and families in the Jordan community plays a crucial role in determining access to resources and health opportunities. Disparities in income levels and educational attainment have impacted residents’ ability to afford healthcare, access nutritious food, and engage in preventive health behaviors. The presence of food shelves and programs like the Jordan Food Shelf suggests that some residents face challenges in accessing adequate nutrition, highlighting the influence of socioeconomic factors on health outcomes.
Health education is limited within the community of Jordan due to which young generation is indulging in opioid misuse and encountering poor mental health. This is due to a lack of resources to educate community health educators and members to enhance health literacy and improve the psychological and physical health of growing individuals. This determinant of health is taking a toll on parents’ emotional and mental health as they see their children being influenced by bad habits and suicidal thoughts.Â
Our proposed healthcare system adequately addresses these determinants of health changes. It provides resources and opportunities to enhance health literacy and provide social support to overcome mental health and opioid misuse issues.Â
The windshield survey and environmental analysis of the community of Jordan revealed several positive aspects alongside opportunities for improvement.
The survey highlighted several strengths within the community. Jordan boasts a relatively young and rapidly growing population, with a median age of 29.2 years, indicating a vibrant and dynamic community. Additionally, the presence of educational institutions, including a progressive school district and parochial opportunities, suggests a commitment to the well-being and development of residents. Approximately 70% of graduates pursue post-secondary education, reflecting a culture of learning and skill development among the youth. Moreover, the community exhibits a strong sense of social support networks, with churches, community centers, and recreational facilities providing opportunities for social interaction and support, positively impacting mental health and overall well-being.
There are opportunities to strengthen mental health and opioid effective use education initiatives within Jordan by incorporating comprehensive programs into school curricula and community outreach efforts. This will empower individuals to recognize, understand, and address mental health challenges proactively. Creating supportive environments through workshops, seminars, and awareness campaigns can reduce stigma and increase help-seeking behaviors. This will foster a culture of support and empathy within the Jordanian community. Our change proposal will address these areas of opportunity and strengthen the community’s well-being.
The change proposal aims to tackle the prevalent issues of mental health disorders and opioid misuse among adolescents and young adults in the Jordan community. The proposal advocates for the establishment of mental health centers within educational settings and the implementation of early intervention programs for opioid addiction among young individuals. These initiatives seek to enhance access to mental health services, provide timely support to at-risk individuals, and mitigate the negative consequences of mental health and opioid misuse issues among the youth population.
Following are the benefits of change that can be brought within the community with effective collaboration with relevant stakeholders in Jordan community:
The proposed changes to the healthcare system of the Jordan community require robust policy support to ensure positive, systemic change and the practical overcoming of present challenges. At the core, policy support provides the necessary regulatory framework crucial for implementing changes effectively. This encompasses establishing guidelines, standards, and protocols for the introduction of new programs and services within the healthcare system. For instance, policies can delineate the scope of mental health centers within educational settings and outline the procedures for early intervention programs targeting substance abuse (World Health Organization, 2021).
Moreover, policies dictate resource allocation, including funding distribution and budgetary priorities, which are vital for the success of proposed initiatives. Adequate funding is essential for establishing mental health centers, implementing early intervention programs, and providing necessary training for educators and healthcare providers (Hertelendy et al., 2020). With sufficient financial support, these initiatives can stay on the ground and maintain effectiveness over time. Specific policy changes and funding are needed to:
Federal policies can provide funding, resources, and guidelines for addressing mental health and substance abuse issues at the national level. This may include grants, legislation, and initiatives aimed at improving access to care and promoting evidence-based practices. State governments play a crucial role in healthcare policy, including licensing and regulation of healthcare providers, Medicaid expansion, and funding for mental health services. Similarly, State policies can support the implementation of local initiatives and programs aimed at addressing community-specific health needs. Additionally, local governments can implement policies and ordinances to support community-based interventions, such as zoning regulations for establishing mental health centers within educational settings, funding for community outreach programs, and partnerships with local service providers.

The proposed changes to the healthcare system addressing mental health and opioid misuse among youth in the Jordan community are supported by compelling evidence that they will produce the intended outcomes. Numerous studies and research findings support the effectiveness of integrating mental health services within educational settings. For example, a study by Chambers et al. (2020) demonstrated that engagement in early intervention services significantly improved outcomes for individuals recovering from substance use disorders. Additionally, McGorry et al. (2022) highlighted the positive impact of designing and scaling up integrated youth mental health care models, emphasizing the importance of accessible and integrated services for addressing mental health challenges among youth.
Furthermore, evidence-based substance abuse treatment programs have been shown to effectively reduce opioid misuse and improve outcomes for individuals struggling with addiction. Research by Cheetham et al. (2022) underscores the importance of destigmatizing substance abuse and promoting evidence-based treatment approaches, such as medication-assisted therapy and cognitive-behavioral interventions, in mitigating the opioid epidemic. Similarly, Mueller et al. (2021) emphasized the need for policy changes to address restrictive prescribing practices and increase access to treatment for individuals at risk of opioid misuse.
Moreover, professional development and training programs for educators and healthcare providers have been shown to enhance their capacity to identify and address mental health and substance abuse issues among youth. Studies by Kueper et al. (2022) and Mongelli et al. (2020) highlight the positive impact of training initiatives in improving knowledge, attitudes, and skills related to mental health and substance abuse prevention and intervention. By drawing upon a diverse range of research findings, the proposal strengthens its proposition for implementing evidence-based interventions within the healthcare system to address these critical public health challenges.
The proposed budget estimates provide a comprehensive overview of the financial requirements essential for the success of the proposed changes in the healthcare system. These estimates encompass specific capital and human resource outlays necessary for the startup phase, first year, and ongoing operations of the initiative. In terms of human resources, significant allocations are made for salary and wages, covering personnel costs for crucial positions such as the project manager, support staff, and other personnel involved in program delivery.
For instance, $60,000 is allocated for the project manager’s salary in the startup phase, increasing to $70,000 in the first year, with revenue generated from counseling services contributing to covering these costs. Similarly, $40,000 is allocated for support staff salary in the startup phase, increasing to $80,000 in the first year, with revenue from counseling services supporting these expenses.
Additionally, budget estimates for fringe benefits, consultation or contract services, equipment including technological resources such as computers, telecommunication devices, materials, travel, and miscellaneous expenses are provided to ensure comprehensive coverage of all financial requirements. For example, $15,000 is allocated for equipment expenses in the startup phase, increasing to $25,000 in the first year, with grants and donations earmarked to cover these costs.
Similarly, $5,000 is allocated for materials such as educational resources in the startup phase, increasing to $10,000 in the first year, with revenue from fundraising supporting these expenses. Overall, these budget estimates capture essential funding requirements and provide data and information that substantiate the budgetary figures, ensuring transparency and accountability in resource allocation. By adequately funding specific capital and human resource outlays the proposed changes can be effectively implemented and sustained within the healthcare system, ultimately leading to the achievement of intended outcomes.
The vision for change is to create a community in which mental health is prioritized and resources are readily accessible to support individuals struggling with mental health issues and opioid misuse, particularly among adolescents and young adults in the Jordan community. To achieve this vision, the goals encompass the establishment of mental health centers within educational settings, the implementation of evidence-based substance abuse treatment programs, and the promotion of awareness and destigmatization of mental health and substance abuse issues.
Proactive strategies will be employed to address barriers to change, including stakeholder engagement, communication, and collaboration. Education and training programs will be implemented to equip staff with the necessary knowledge and skills to support individuals struggling with mental health issues and substance abuse. Additionally, feedback mechanisms will be established to solicit input from stakeholders, identify concerns, and address challenges in real time. Transparent communication and a shared vision will be crucial in overcoming resistance to change and fostering a sense of ownership and commitment among organizational members.
Kotter’s 8-Step Change model will be effectively applied to lead a transformational change within Jordan’s community healthcare system and schools (Harrison et al., 2021). This is possible by following these steps:
The proposed changes will transform the organization by fostering a culture of mental health awareness, support, and inclusivity. Establishing mental health centers and implementing early intervention programs will enhance the organization’s capacity to effectively address its members’ mental health needs. Additionally, promoting awareness and destigmatizing mental health and substance abuse issues will contribute to a more supportive and understanding organizational culture.
In assessing the potential future for wellness, health, and improved overall care, visionary leaders play a crucial role in driving change and achieving desired goals. By envisioning a future where mental health is prioritized and opioid misuse is addressed proactively, visionary leaders can inspire organizational transformation and promote holistic well-being. The future vision revolves around creating a culture of care and support within the organization, where individuals feel empowered to seek help for mental health and substance abuse issues without fear of stigma or judgment (McGorry et al., 2022). Additionally, it is envisioned that the Jordan community will face a reduction in suicide rates among young students and children. Moreover, young adults will experience better health outcomes and successfully quit their opioid addiction. This vision aligns with the broader societal shift towards prioritizing mental health and recognizing its importance in overall well-being.
A transformational leadership style is well-suited to achieving these goals. Transformational leaders inspire and motivate others by articulating a compelling vision, fostering innovation, and empowering individuals to contribute to change efforts. They lead by example, embodying the values and principles they seek to instill within the organization.
By embracing a transformational leadership style, visionary leaders can effectively drive change, engage stakeholders, and navigate challenges inherent in the pursuit of a future where wellness, health, and improved overall care are central priorities (Rinfret et al., 2020). Through their visionary leadership, they can inspire others to join them on the journey towards creating a healthier and more supportive organizational culture.
Our goal is to encourage widespread participation from stakeholders. We understand that everyone involved must be committed to and participate in our shared vision for a healthier community. This includes educators, parents, community leaders, local businesses, healthcare experts, policymakers, and community members themselves. A clear vision for change communicates the overarching goals and objectives of the proposed initiatives. This vision should resonate with stakeholders by aligning with their values and priorities, such as enhancing community health and reducing the burden of mental illness and addiction.
Anticipating stakeholder concerns involves identifying potential barriers to change, such as resource constraints, logistical challenges, or resistance to new approaches. By acknowledging these concerns upfront and providing evidence-based solutions, stakeholders are more likely to feel reassured and supportive of the proposed changes. For example, addressing funding requirements and outlining strategies for overcoming implementation challenges can help alleviate apprehensions and build confidence in the proposed initiatives.
Furthermore, acknowledging potential risks demonstrates transparency and accountability, fostering trust and credibility among stakeholders (Franklin, 2020). By openly discussing the uncertainties and complexities associated with implementing change, stakeholders can engage in meaningful dialogue and contribute to refining and strengthening the proposed initiatives.
A transformative vision for change emerged by addressing pertinent issues such as mental health disparities and opioid misuse among youth. Through evidence-based strategies, stakeholder engagement, and meticulous planning, the proposed changes aim to foster a healthier and more resilient community. With a clear focus on collaboration, resource allocation, and policy support, the path forward toward achieving sustainable and impactful outcomes in healthcare has been illuminated.
